All, thank you for your advice and comments and i will my scanner out and upload photos asap although Budget have the originals and sent me a photocopy. You can still see the three cars queueing and my wheels turned towards enteance. I will indeed inform the Liverpool echo and David Dunford about this. I have complained to Budget who promised to speak to their Liverpool to confirm there is a barrier and call me back but I have heard nothing. I have complained to VCS but again nothing. I have made a google maps presentation that actually shows the predatory van on street view and the angle to the barrier. Thanks again for all your help.0

Then why the hell was a pcn issued in the first place for a vehicle waiting to go through a lowered barrier.
It's a pity that the 'internal appeals system' wasn't allowed time to reach a decision before being pulled. It's nice to see that VCS have gone on the record to say that they accept 'genuine mitigating circumstances'.0 -

Plus, I wonder what happened to the other 3 vehicles in the queue. Did they get issued with pcns, and if so, have they been cancelled as well, or allowed to run the 'VCS/IAS gauntlet'. I suppose that if Budget paid the original one to VCS then if issued, they would have paid the others too.0
