Nothing is wrong with it ...
I agree - in fact, I have advised my Father to consider the second one (an extra £5 to have Win 10 pre-installed)
He only wants it for web browsing
In which case a Celeron would still do the job. Even the weediest processor will cope with running a web browser. Though I'd spend a bit more for an i3 myself. No free lunch, and no free laptop0 -

BTW The mini laptops are often more expensive than the 15inch ones.
13 inchers are indeed more expensive than 15 inches. Often the spec is the same the smaller and ususally thinner form factor means it requires much more careful design to ensure adequate cooling. the 15inchers have ample room to keep hot components away from each other.0 -
£250 good CPU (low stock @tesco) http://www.hotukdeals.com/deals/acer-e5-551-15-6-laptop-amd-a10-8gb-ram-1tb-black-249-99-tesco-direct-2389856If you put your general location in your Profile, somebody here may be able to come and help you.0

The boot up time will be faster with an i3 than a celeron .
celerons are desiged for economy and scale. They were meant for school and large businesses. Such as call centres who will be running just their proprietary OS. Celeron should be avoided, it's not designed for multi tasking and running youtube, spotify, having 20 tabs open, playing flash video etc.0 -

For an OS just Linux Mint 17.3 Cinnamon on it. Great easy system and it is free.
