there are smoking bins so there is no excuse for littering the street0 -

No it is not, it is an offence to refuse to provide details.

If you cannot/will not stop smoking take up Ecigs' {problem solved as there is nothing to drop or cause a litter problem}.
I started using them a few years back, get the same satisfaction and save money.0
