    fines nr where I work are common

    there are smoking bins so there is no excuse for littering the street

    So how does someone provide details (to avoid committing the offence of refusing to provide details) while remaining silent?
    You have the right to silence, that right is absolute in law.
    There are exceptions.

    They hover around the entrance to my work like flies on poo...

    ....but the smokers shouldn't be dropping them in the first place :D

    If you cannot/will not stop smoking take up Ecigs' {problem solved as there is nothing to drop or cause a litter problem}.
    I started using them a few years back, get the same satisfaction and save money.
