CP Plus Ltd - Grateley, Hampshire Station Ticket

Hi
Whilst I have just joined I have been "lurking" and reading all the fabulous advice from the forumites here. Now however I have need of your expertise.
My wife came home yesterday to say that she had received a parking ticket at Grateley, Hampshire Train station for not parking in a bay. She agrees she didn't as she was late and there were no bays left. My wife did pay the £5.50 day parking rate.
Now I know from here that these things are never cut and dried but my question is should I pay, ignore or appeal?
I did a quick google this morning which brought up a similar issue at the same station (spaces added as I cant post links)

So I am preparing our appeal to CP Plus. Would you kind people mind reading over my first draft? I am aware that we don't have to actually sign it and we will be posting it signed for post.
I am theregistered keeper and this is my appeal, as I understand you placed a PCN on mycar windscreen. I am not liable. However,I am fully aware that as registered keeper, I am allowed to appeal to POPLA (Irefer you to para 22.14 of the BPA Code of Practice) and am not obliged to namethe driver.
I invite you to cancel this ticket immediately. If you decide to send me aPOPLA code I will appeal robustly of course, and I will charge you for my timefrom now on because I have already stated that you have no 'keeper liability'here to rely upon. I contend that these facts will win at POPLA stage. If youdo reject the challenge and insist upon taking the matter further I must informyou that I may claim my expenses from you. The expenses I may claim are notexhaustive but may include the cost of stamps, envelopes, travel expenses,legal fees, etc. And I will keep a record of my own time spent on this matterafter today, at a court rate of £18 per hour. By continuing to pursue me youagree to pay these costs when I prevail at POPLA.

Just seen something else..the notice they left on the screen has a section for make, model and colour. They only completed the make and colour, not the model. Does this affect anything? Could I claim the notice wasn't completed correctly?0

Why does keeper liability not apply? You need to tell them.

As you are expecting an "appeal denied" and POPLA code, you could write almost anything. However, you need to double check that this land is covered by Byelaws or not. If it is, then Keeper liability is not applicable but you should say that in your letter.
Also do not send it "signed for post" as they may refuse to accept it and you might miss the POPLA code. Instead get a free certificate of posting from post office and, if you like, add that fact to the letter.
In addition, your attempt at a contractual sum agreement for them to pay would entitle them to say that as they do not agree and are not willing to accept any charges from you for going to POPLA, they will proceed directly to court without offering POPLA. Don't try to be too clever without thinking it through.0 -
As Guys Dad says, you could write almost anything and will either get cancellation or a POPLA code & rejection letter. Any version that doesn't talk about what happened/who was driving would be fine and you can find out if SW Trains claim there are byelaws applicable, by looking at the signs. If that's not possible just appeal anyway by email around day 26, as the keeper.
