    This ticket is totally unclear whether any appeal will be processed under theProtection of Freedoms Act 2012 and via POPLA or whether CP Plus is issuingreal penalties for a contravention which is specifically covered by byelawswhich also enable a third party to charge this amount at this site. Pleaseexplain my options, with evidence of CP Plus' lawful authority to issuePenalties, and a copy of the relevant Byelaw, so that I can make an informeddecision. I am aware that third party agents normally issue parking chargenotices and offer an appeals procedure - but this ticket muddied the waters andconfused me, as the registered keeper of this vehicle, so I need to challengeit and ask for much more information.

    I am the registered keeper, are you saying that under the byelaws, a thirdparty agent can pursue such a penalty (if this ticket is even compliant as a'penalty')? I need to understand this: are they specifically enabled under thebyelaws to pursue it against a registered keeper - or is ONLY the driverresponsible? Or does 'registered keeper liability' under POFA 2012 come intoplay? Is this 'relevant land' under POFA 2012? Can I appeal to POPLA? Can I seethe byelaw 14 contraventions list please, can you please confirm that parkingin this spot is a stated byelaw offence? And that signage at the site isclearly displayed currently, despite ongoing works?

    I would ask you to consider cancelling this ticket anyway because the driver isa paying customer and they did have a valid parking ticket for the day (£5.50).In addition, this car park has on-going works as well as acting as an overflowfor Andover train station car park, which is closed, so there are less spacesthan normal in a busy commuter car park. On that occasion the driver avoidedany hatched areas and there were no signs where the car was parked, which wasin a perfectly sensible and non-obstructive place under the circumstances ofthe site redevelopment. Surely it is not South West Trains' intention topenalise genuine customers who have paid for parking, when in fact the lack ofspace and unclear bays (as opposed to a hatched area which the driver avoided)are made worse by building work both at this station and Andover at the moment?

    Yep that will do, as I guess it was one of their pseudo penalties! You should still get POPLA I think...
