What a nightmare. Get him to contact his MP. But if I were him I'd probably take the test ASAP just in case the appeal takes too long. Then he can try to claim costs back from the DVLA. Since he took the test so long ago when it was easy he should take some driving tuition before the practical test. Most people on the road don't actually know all the rules (or they know them but ignore them).

We now have an action plan that will hopefully get this travesty resolved asap.
At the moment the DVLA appears to be something of a walled-fortress, but at least there is a light at the end of the tunnel,….albeit a flickering one.
I’ll now curtail my own input to this thread, forthwith;

Sympathetic to your friend who, chances are, cocked up when he was 17 with his prov licence and never noticed it until now.
However shouldn't we all be willing and able to pass a test tomorrow?
Just returned from a whizz round the M25 which was very quiet - it honestly makes me wonder if some, possibly most, drivers have some sort of inside lane blinkers on. They just seem to refuse to accept its existence, or believe it's for lorries only. Almost everyone was in lanes 2 or 3, and several times I had to haul across all 4 lanes from 1 to 4 to legally overtake them.0 -
If the outside lanes are congested and the traffic on the inside lane is moving faster, there is nothing wrong with simply staying where you are and passing the slower moving traffic on the inside.Almost everyone was in lanes 2 or 3, and several times I had to haul across all 4 lanes from 1 to 4 to legally overtake them.
Provided that you aren't weaving from lane to lane in order to do so and you keep a close eye on the vehicles that you are passing, doing this can be easier and safer than trying to get to one of the overtaking lanes.0 -
I have had my DL for 29 years and as a curiosity I gave the official online theory test a go and passed with flying colours. Not bad considering I have not picked up or read a copy of the Highway Code since passing my test.
I even tried the one for HGVs (Having never driven one before) and passed that (by using a common sense approach to answering the questions).Never Knowingly Understood.

My OH had an issue with DVLA. He bought a new car and dealer taxed it. 12 months later with tax due I went on line to tax car and it wouldn't let me as it said the tax had expired 12 months ago. He rang DVLA and they asked for details of the tax disc and confirmed it was valid but their records said car not taxed so he had to take it to DVLA office (when they had them) to provide physical proof of disc and then they issued him with a new 12 month tax disc. No explanation given for their error.
He also had an issue with Inland Revenue and his DOB. He had cause to ring IR and they wouldn't talk to him as he failed their security checks. They wouldn't tell him which one he had failed or how he could speak to someone about his tax. So I wrote a letter of complaint and they replied saying he had to take his NI, passport etc. to a Job Centre and they would confirm his details with IR. Went to JC and they didn't know anything about it and said they had never been asked to do this before. We had letter so they rang the number on there and then provided the information they required. Only then did they tell us that they had made an error in his DOB when they had updated their records.

Not strictly on topic but, NEVER deal with HMRC by phone. You should only deal with them in writing.0 -

You missed the bit where I said "very quiet".
So most of the journey was
Lane 1
Straight to Lane 3 to overtake Lane 2
Lane 1
Straight to Lane 4 to overtake Lane 3
Lane 1
Tiresome.
None of the cars I overtook moved over afterwards, so just bloodymindedness.0
