    1) Have the DVLA actually accused him of committing a crime?

"As a consequence the DVLA have told my mate that he has been driving illegally for the past 32 years and they have cancelled his FULL licence!"
Did they state this in a letter? Did they state that they would be noting this on their records? Did they state that they would be informing the police?
If they have done any of that, then he MUST go to the police NOW & lay out HIS case.
I am being accused by DVLA that I have been committing a crime. I wish to place it on record that I refute the allegation, that no crime has been committed, & that the basis of their allegation is their own error.

    2) He needs to find a copy of his licence that shows the incorrect details (does work have a copy, has anywhere taken a copy, insurer perhaps?)
Get copies of all relevant documents that show how long he's been insured for, when employer checked his licence etc
Ever had an International Driving Permit? Any recent hire car use?
Basically anything that proves that he has done everything legally.

    3) He needs a letter from his employer stating that they will be dismissing him due to not having a driving licence
"My friend needs his driving licence for his job;….. his employers are about to dismiss him because he is now unable to drive!"

    4) Take 2 & 3 to his MP

    5) Write to DVLA requesting ALL records they have for him
There should be a record of his passing a driving test!

    6) Inform his insurance company, but remembering to state that it is a DVLA error
They may also have legal assistance available

Thanks; some good points there,...well noted.:)

DVLA will have a record of your friend passing their test as a form was sent to them detailing when and where they passed the full driving test. They converted his provisional to a full licence with this form and returned it to him. The licence they sent him has his incorrect date of birth on it. What DOB was on the original provisional and on the Test Station records ? Will there still be records of this ? Ask the Test Station ?
But what is highly important is that your friend HAS passed their test having taken a test , the issue is in the recording of the pass , its not your Friends error as they know their own DOB . They need to contact the DVLA and get them to sort it out . What does his driving licence number show as his DOB ? The middle six numbers are his date of birth , the first number will be a 6 and the last a 3 as they are born in 1963. Then the second and third number are their month of birth , then fourth and fifth are their day of birth (this is for males). Has this been their error right back to the provisional issue ? Definitely worth a long phone call to a Supervisor or manager ?

When did you last make an enquiry with the DVLA? Given the time that's passed they are unlikely to have a record of his test passed details.
According to the date of birth they have anything on the last licenced isn't the OPs friend.

Shame he didn't copy the licence as I wonder what his driver number was in relation to the date of birth.

How old is your licence then ? Mine is from 1990 and clearly has my date of birth on it under the heading "date of birth". On photocards it is not quite so obvious
It is - number 3 on the licence is place and date of birth.

Almost certainly they won't be able to find it.

I've got the old style Driving Licence Issued in the 70s - Valid from BOX = ''date past Driving Test'' to d.o.b + 70 Did your friends driving licence indicate to 09.03.2033 inclusive :)

Or did it indicate 02.10.2033 inclusive :(

I know it's a bit late now - but did your friend keep a copy of the driving licence?

View or share your driving licence information
    https://www.gov.uk/view-driving-licence
You can use this service to:
*view your driving record, eg vehicles you can drive
    *Date of Birth *Gender:D
*check any penalty points or disqualifications you have
*create a licence ‘check code’ to share your driving record with someone, eg a car hire company

    * My Old Driving Licence doesn't indicate ''Gender''

Your friend should tell DVLA he's American, they put the month before the day.

In addition to all the good advice above, it's also worth your friend getting proper legal advice on the status of his licence, rather than relying on what someone at a DVLA cell centre says.

My understanding it that you do not actually have to be in possession of your driving licence to be legally entitled to drive. Take proper advice as to whether the licence was or was not legally valid. If it was valid, then your friend would still be entitled to drive.

As edgex suggests, I would expect that his employer would have either taken a copy of the licence, or at least noted down the details from it. Their insurance company will probably insist on that.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

When I got my photocard license, I applied on the basis that I had "lost" my original paper license. I did this because DVLA had form for omitting license categories (e.g. motorcycle) when providing the photocard version ... unless you had some form of proof of entitlement then the only way to get it back was by retaking the test.

Fortunately it didn't happen to me, but if it had I would have somehow "found" my old paper license. :)
