They won't lose digital records. Any errors that have arisen will have arisen in historical moves to the current systems. If it's showing as right now, then it'll stay right.
OP - your friend's address clearly hasn't changed in the 18yrs since 1998, for him not to have a photocard, but did it ever change in the 15yrs between his test in 1983 and 1998? Or is his address the same at 52 as it was at 20? No additional test passes or category changes?
I'm wondering if there's ever been cause for his licence to go back to DVLA for any change during that third of a century?0 -
We always used to get a "History" report on some drivers when taking them to court . Does this still happen , can't remember the form you used to send off.
I would get your friend to speak to their local traffic , roads policing Sergeant for advice about carrying on driving , see what they say. They may be able to help ?
There is a police line to DVLA where you can speak to humans .0 -

The old DQ1?
History comes from a DVS these days however even when you need to go back for further information they claim not to hold records. They just seem to destroy records when they feel like it.
I can't see how speaking to a sergeant will help. If stopped and the computer says he's a provisional licence holder confirmed by the DVLA. He's a provisional licence holder as that's what any driving history would say at this stage should it be produced in court.
They'll only speak to a liaison officer.0 -
It is an error and not this chap not having a driving licence , because he did have. They have a record held of the person who has had their date of birth entered incorrectly. This man can prove who he is via passport , national insurance number and other financial documents i am sure. Who is this person who has the other date of birth at the same address etc ! That person does not exist. The DVLA are wrong thousands of times a year , this is another example . This chap needs to speak to someone with influence who can speak to the DVLA. Has this person ientered their details in the above website to view their driver history under their driver number. He must have record of it somewhere?
This can be resolved , go back to the original teating station ? His driving instructor perhaps ? There is a work around this for sure. The simple fact is that DVLA has made an error. A Police Sergeant contacting DVLA or the force liason officer will be able to resolve this i am certain.0 -

Unless that sergeant is a liaison officer the DVLA will not speak to him. Everyone can clearly see the error, I don't know what his solution is to speed things up but their internal rules are beyond belief.
Even if you speak via the police liaison they are not a lot better than the normal phone line. I was there when they refused to speak to someone who gave his name as Tony .......... Their reply was sorry we don't have you listed only an Anthony .......... despite the force and collar numbers being an exact match.0 -

Yes, but why should he have to do any of this? Apart from the initial complaint to those bloodsuckers at the DVLA, he shouldn't have had to do anything. They should have sorted it out pronto and not withdrawn his licence. The DVLA needs some proper oversight. Seems like they are almost acting a state within a state.0 -

Even that might cause issues. http://www.motorcyclenews.com/news/2010/april/apr0110-dvla-licence-hell-/

OP here; sorry for the late reply, been otherwise engaged,….. many thanks to all on here who responded with some excellent advice.
His present address is not the same as when he first got his provisional and Full licence 30 odd years ago;…..however, we strongly suspect that this d.o.b. error occurred in the very early stages, ….maybe even when his Provisional was issued when he was a teenager and the incorrect d.o.b. has simply been transferred to the any subsequent documentation.
My sister in law has a photo-copy of his licence; he’d obtained the photo-copy from his employers when the DVLA started demanding his passport, birth cert et al after he’d requested the new replacement licence and he started to realise something was going awry. As I said, he needs a driving licence for his job and his employers keep photo-copies of all their employees driving licences, evidently.
It’s handy to have the copy but in reality it is of limited value when it comes getting his full licence re-instated;… the fact remains that the DVLA did have his date of birth incorrectly recorded and that is why they revoked his licence. There is no getting away from that fact.
It would be nice to know the when/where/how the d.o.b. mix-up originally emanated but once again that knowledge will be of little practical value; after all these years I think it will be virtually impossible to ascertain the actual root cause.
Trying to instigate a 30 odd year old blame-game would probably be counter-productive anyway the more I think about it.
There is nothing we can do to alter what has happened in the past; our focus now is on what we can do to move this forward and get the DVLA to see sense and correct this inconsequential error as soon as possible.
I feel confident it will be sorted amicably but making him wait 3-4 months for his appeal to be heard seems so unfair under the circumstances. :mad:0
