The UK does have a problem with low pay and low hours but its perhaps down to the individual rather than the state of the economy.
I know one lady who works 2 hours a day in a primary school canteen who would (or at least she says so) like a higher paying job but doesn't try to find one. Of course no one is going to knock on her door and say here you go0 -

Many industries have died out totally. Skills are not only learnt but passed down from older generations. Building a skills base from a low starting point is long slow process.0 -

I doubt that the UK will need smiths, thatchers, fullers and coopers in large numbers ever again. That other countries do is more their problem than the UK's.0 -

Don't know about that. The ILO has numbers that show the UK at No5 in the world for the highest average wage.

Working low hours is a problem? Since when?
The typical Greek employee works 42 hours a week. The typical Danish employee works 34 hours a week. Guess which country is bust?0 -
...Yup, a first step on the employment ladder, a way to make ends meet while at uni or maybe a couple of months work to pay for a big holiday or Christmas.
The dissatisfaction with zero hours contracts seems to be mostly among those that talk about them rather than work under them.
It even might be the case that the existence of ZHC helps explain why the UK has appeared to be something of a jobs factory in recent years; it's a way of making people employable.
Some employers like ZHC because they can hire cheap labour with minimal risk - (If they turn out to be useless, no need to bother even giving them notice; just give them zero hours next week)
- so they will take a punt on just about anyone. The ones that consistently manage to turn up on time, get a bit of experience, and then find themselves a proper job within a year or so.
It's a hypothesis at least.0
