There's conflicting advice on this and my earlier reply made clear the route I've opted for. My feeling is that the topic is germane to the thread title and, as the OP's case has concluded, it makes sense to continue to post here unless and until my appeal is rejected. If that happens and the case goes to POPLA, I'll start a new thread then.
Regarding my appeal, I've received an acknowledgement from PPS - but I've not heard anything more.0 -

HI guys, Sorry to bump this thread again - I was hoping this would have been dead and buried but it seems that it has taken a turn for the worst. Basically my girlfriend has since received two letters from PPS - On the receipt of the first (around a month after we assumed the case was closed) my girlfriend called the company to confirm what we assumed was just a mistake, a record not being updated or what not. It turns out however the email that she received claiming that the charge had been annulled on a good will gesture had actually contained the incorrect car registration and fine identification (something she did not notice). They said they would investigate, she even followed it up with an email to which she received no reply. Fast forward to a couple of days ago and she has received another threatening letter advising her to pay up or she will get taken to court. Again she rang PPS to which this time they claim that the fine still stands. This is obviously ridiculous - They can't just send out random emails (that was even addressed to her) and expect her to pay up, regardless if they made a mistake or not! I haven't seen a case like this one so i'm at a loss on what to do next. Any help will be appreciated!0

Hi folks, my apologies in advance as I am brand new to this site and so I am still finding my way! Like many others, I have also received a PCN from Premier Parking Solutions, which I mistakenly appealed it seems.
In short, my appeal to PPS was because I believed I had over stayed the car park by 6 minutes...'therefore it has been demonstrated that the vehicle has remained at the location for longer than permitted or no pay and display ticket was purchased...'. However following my appeal, PPS have rejected my appeal saying...'The vehicle was found to have parked on site without payment having been made to validate its stay.' They have attached a screenshot of the whitelist showing all sessions against my vehicle registration, which shows that there was no payment made on the day.
I know for a fact that I paid for 3 hours parking, around £3-£4, however in the absence of the parking ticket, how can I prove it? I have looked at previous threads showing appeal letters to POPLA, but these do not seem relevant to my situation.
Can anyone please advise what my best course of action should be? According to PPS, I have until 31/03/16 to pay £60 or until 07/04/16 to appeal to POPLA, a POPLA code has been provided.

You will no doubt have made a typo of one digit of your VRN (or their keypad missed a number/letter). PPS know that. But they won't tell you that because in my experience they are one of the more unfair and nasty PPCs in pursuing PCNs they should have cancelled.
Recent appeals to POPLA will be relevant to your situation because you need to include the usual stuff like 'no landowner authority' and signage was not legible as regards clear information about £100 parking charge in large lettering at the entrance and adjacent to the car and/or adjacent to the P&D machine.
Please start a new thread because this isn't your thread.
Tell us again in a first post what happened and was the PCN a postal one? And tell us in your thread whether you have said who parked the car in your appeal, or did you say 'we' or not divulge the driver as such?
