I agree neutral is fair.
I believe sellers can only send so many feedback retractions so if they keep messing up they'll end up with a lot of unchangeable negatives.

Think the seller should either take a break or just stop selling. Seems a good way of losing a lot of money to perform poorly and bribe people.0

If the item is coming from China or Hong Kong it usually takes long.
But yeah. Leave the feedback, keep the item and refund.
