Sorry for the ignorance, I don't know whether I have one in a small studio flat. I have this under the sink for my kitchen needs, and I'm unaware of much else in the bathroom other than the shower.0

This seems to kick in whenever I run the hot water, but it seems to be plugged into a socket with a fuse beside it by the looks of it.0

So you have direct heated hot water, and a direct heated shower. Not a great situation with E7, but workable if you use little hot water.
Given everything you have told us about this place, my advice is to move asap.0 -

In summary -
- don't contact the agent about this again - they are not interested
- get the meter changed
- move to a E7 tariff
- set the timer in the consumer unit for the correct E7 time
If most of your electricity is going on the storage heaters you are likely to make a saving0
