Let's look at it a different way. The EPC says that I should only pay around £270 for heating over 3 years. Factor in lighting and hot water overall £747 over 3 years working out £249 a year. Could I argue this with my letting agent that I'm paying far more?
Why can't you simply forget your letting agent.
You need to get on the most suitable tariff and then choose the best provider giving the best deal for your area and usage.

I spoke to SSE who seemed to do some strange calculation that suggested I may not benefit from moving to Economy 7 and it could cost slightly more. He also said I need to be sure that actually my storage meter would be set up in a way that ensured I was going to get charged for it as evening rate, as that's not always the case.

You could argue that anyone reading a prospectus that asserts that £249 a year [£20 per month] will pay for room & water heat per year in any dwelling bigger than a well insulated wardrobe needs to apply common sense. The average 2015 UK small house / flat all electric household spend per annum is just short of £80 per month. So you or your agent expecting a whole energy bill of only a quarter of the 2015 rates is unrealistic, it might have been in the early 70's but not now.
Your only arguable legal point with an agent is the dwelling is inadequately heated. Your best solution is to have an E7 meter and tariff wired to your existing NSCH system. Your fall back solution is to heat only your living room with cheepo panel heating. Whatever outcome actually happens you need to realise that any adequate outcome is going to cost four times the figure you give.Disclaimer : Everything I write on this forum is my opinion. Would a halogen heater therefore be economical?
It will be no more and no less economical than any other heater of the same rated output running on a single rate non E7 tariff. The only economic way if heating the property is to get an E7 meter, as numerous posts have advised you. Either take the advice or resign yourself to paying about 300% more.

OP has only one meter, see post 18, so whether there is a timer or not makes no difference as there is no way to determine day and night usage.

If dual then the bottom should got to the timed E7 part of your consumer unit, if bottom only them that should go to the timed part of your consumer unit.
You may want to consider getting a sparkey in to check it all over after the new dual rate meter is installed.
FYI, your landlord and letting agents sound like idiots.0
