Never recieved a water bill

Not at all. When you get fuel the price is shown before you turn on the pump, the pump then shows the final sum due and will say pay at kiosk or pay at pump. There's your bill and directions to pay it.
This would be more like having a trade account for fuel and never receiving the invoice, but even that is different.0 -

I will contact them, can I ask why to do so in writing and only use 'the occupier'? I haven't broken any laws here so I'm not sure why I'd want to be evasive?
Water companies, and indeed other utility companies, are past masters at causing unnecessary grief to thousands of people up and down the land due to what might be termed administrative "errors". They set debt collectors on people when no debt is due, and now, by way of blackmail, they attempt to report your accounts to the CRAs. Errors here can result in you not be able to obtain credit. If they don't know who you are it becomes more difficult for them to harass you in these ways. Key information that you should not provide is previous address, date of birth and full name.0 -

Because without your name they cannot record a default or issue proceedings for a CCJ. They can of course get your name from many other sources though.
You've been 'evasive' already, by failing to register for two years...No free lunch, and no free laptop0
