Never recieved a water bill

Because it's basic common sense? The utility suppliers are not psychic, so they have no idea when people move in or out of a property unless you tell them. If you don't, you get yourself in a situation such as you are now in.
You can google for your supplier much quicker than you took to trawl through the various sites mentioned. Or post the first part of your postcode and someone will tell you-there are not that many to choose from.

How do you think 20 million other households get to pay their water bills?
If they don't inform the water company they have occupied the property, do you think that absolves them from paying?

No bill = no obligation to pay. You currently have no responsibilities whatsoever - only a liability in civil law if they catch up with you.

Isn't that a bit like going into a garage to fill up your car and then driving off because the cashier didn't come out and give you a bill?

It's different because using gas or electric without saying so is an offence, whereas with water there is no such offence.0

The water company haven't yet caught up with you and you (reasonably) thought that they might for a while. You can continue on the course of not informing them but then you better put some money aside for the fateful day.
I can't quite work out why you don't just tell them.0 -
