Email back from Steve in the BPA:
Dear Mr Rees
I have been in correspondence with POPLA who have informed me that the case was withdrawn on 10th December. There was an error on their system which placed your case back onto the system - this has subsequently.
You should inform the operator and the organisation chasing you that your case was withdrawn by them on 10th December and that according to the BPA Code of Practice, the PCN must be cancelled. This should bring closure for you.
If this does not work, please make contact again and I will get involved.

Er, why should you have to do the above? I would have written back to tell him to sort it out. It's his members that have caused the problem so the BPA should be doing the chasing and calling off the dogs.I married my cousin. I had to...I don't have a sister.

This is not your problem, it is wholly a BPA/POPLA problem.

Damn it. Like most people in this situation, we're too quick to act because we're worried some debt collector will knock on our door. I've seen it on the TV, they never take no for an answer, so I just do what I need to do to get it sorted. I wish I had sat on it for a while now and let NGP dig themselves into more trouble.
I'll leave it with the one email I've already sent to NGP and see if they respond.

The ones on TV are bailiffs with actual court warrants.
Debt Collectors - no court warrant - the same amount of powers as you and I to enforce a debt ("What debt? Its only alleged at this point in time") will NOT call.Je Suis Cecil.0 -

No debt collector can come door knocking, if they do, tell them to FRO and call the police if they don't. Don't confuse debt collectors with bailiffs. Different animals.
And even bailiffs can't come door knocking without you having been to court, you lose, costs are awarded against you, you fail to pay by the due date, the organisation you then owe the money to apply to the court for bailiff enforcement to be put in place. So unnecessary panic on your part. Not uncommon, we see a lot of hysteria around debt collectors, which is, of course, their intended objective; it encourages people to pay them to rid themselves of the 'threat'.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Little update, from POPLA.
I have looked at your appeal that was raised against the Parking Charge Notice number 258389 and it seems that the parking operator withdrew the case on 10 December 2015.
Therefore, we emailed you to advise you of this and that you have been successful and do not need to pay the parking charge.
Can you confirm that this is the correct PCN number? And that you do not have any other appeals raised with POPLA?
If so, this case has been withdrawn by the operator and so, the operator should have cancelled the PCN and should not be chasing for payment.
