You should complain to the hospital and point out that the requirements for disabled visitors requiring them to do something that able bodied people are not is discrimination and a breach of the Equality act.
You have already told the PPC that you will not be contacting them again.

Have a look at the most recent PoPLA appeals in the POPLA Decisions sticky thread then pick one that is similar to your case, then modify it to suit.

OK but if I mention this to POPLA i am effectively admitting that my friend did not pay for parking that day...
Ofcourse my other back up points will be the other factors such as the PPC charging excessive fees and asking them to substantiate their claim to charging £100 and other points I will find from the sticky thread etc....0 -

No, you DO mention this but turn it to criticise Parking Eye for not making this clearer to disabled people with specific information at every disabled bay at car height. You can say this is NOT made clear at all and the driver had no idea because the signs near the bay he parked in, do not communicate this unexpected regime at all. But subsequently you have discovered a complicated system exists which breaches the Equality Act 2010 by making disabled drivers have to take more steps/jump through more hoops to park without penalty then able bodied people.
Have a look at the examples in the NEWBIES thread post #3, there is more than one PE example and more than one about a P&D car park. This is winnable. So just to clarify, there are 2 invoices here;
The 1st Invoice- the PPC refused my appeal, I did not initially mention this disabled parking difficulty and so I will mention it to POPLA and write in to the hospital at the same time. Is that right
The 2nd Invoice- this was received a week ago and will now write to the PPC with details of them making disabled parking difficult and shall I Write into the hospital at the same time?
