OK, I don't know the reasons but it would be reasonable for pension or tax to be reasons, my sister got married at fifty something for exactly those reasons. She went to another city and they asked two people off the street to act as witnesses. She didn't actually want to get married but did it for practical reasons so I thought you might be in the same sort of position.
