If you go for the cheapest tyres on the market - Alibaba importers - or some company like them - will be involved in getting the tyres to the UK.
They all make a profit so the £40 sub-budget tyre likely costs only $1 to $2 a time from some far-eastern factory.

When it leaves the factory gate - yes.
Depending on size and popularity/demand of course.
Any idea how much a pair of Abibas (note- not Adidas) trainers costs to produce at the factory?
Answer - under £1, and the street market traders sell them to us for ?

These far eastern sweatshops pay their staff like 50p a week. Their energy bills aren't sky high and all the other associated costs.
So something that costs £1 to make over there is equivalent to £30 over here.

You would be surprised just how cheap Chinese goods are.
I looked into buying Chinese made motorbikes, CG125 clones, you could buy ones that were compliant to EU regs and ones that weren't.
You could buy these 125cc bikes for under £200 FOB.
That was including tyres and they needed minimal building up. And it included 2% of the total order value in spare parts (not sure what they were though, maybe stuff like wheel bearing or clutches?)
I looked into it as a business but was unable to get the company I wanted to partner with in Ghana to commit.
This was probably 6/7 years ago when Alibaba was much smaller than it is today.
But it does go to show how cheap things are available for in China via Alibaba.
Not sure about exact prices on car tyres but I suspect they will be a lot cheaper than many expect.

You don't have to get a RANDOM brand of budget tyre at asda...there are many specific brands specified for most tyre sizes to choose from....budget or no budget
One or two tips on tyre buying:
1. Avoid part worn tyres like the plague...they may look good but could have been in an accident in past, or similar mishap.
2. Local INDEPENDENT tyre specialists will often match or undercut the price of the big boys like KWIKFIT or Asda for a similar or identical tyre or even a superior premium or mid range tyre. They have to try harder!0
