Don't you mean painted hubs - right up to the contact friction surface edge of the disc?
Loads of folks do that - smooth Hammerite is the usual choice of paint.0 -

Cars serviced at Ferrari have the wheels taken off and they refinish the discs by spraying them with matt grey paint. The excess comes off after you apply the brakes and the pads take off the thin layer on the disc.0

I'd bloody hope so, the price of a service at Ferrari. If I were paying the same price for my Kia to be serviced I'd want the discs painted too.0 -

Spray the disks with grey paint?
Are you mistaking the Matt painted break in coating found on some new discs?
If you painted brake discs as you suggest surely the pads would stick to the disc?
And most recent Ferraris have Carbon Ceramic brakes which are dark grey in colour and look Matt in appearance.
Going back to the OP
You can paint the non friction part of a disc in the same way you can paint a brake calliper.
But as even light surface rust leads to brake shudder and noises till it clears you would need to be careful to keep any paint clear of the friction surfaces.0 -
I use ironX on my white car , it stinks but does the job, clay bar is good too0

But on some really thin spoke BIG wheels, the cosmetic appearance of rust, spoils the look of someones pride and joy.
But there again, I use tyre gel on my 10, soon to be 11 year old Astra estate!!
