So did you look at the NEWBIES thread and find that in fact he meant post #3 (a typo, that's all)? No, you said he was rude to tell you to read post #4 of it. Your criticism of a regular who directed you to the right thread and told you what to read up on is uncalled for but I appreciate you are stressed by the daft letter. But it's wrong for you to skim read, miss post #3 of it altogether and then come back to berate him for remembering the wrong post number off the top of his head (easy to do, I've done it too when trying to spoon feed needy people here who seem incapable of reading a sticky thread that asks them to 'please read this first').
You seem to have ignored the very obvious third post there in the NEWBIES thread where Umkomaas told you to look - the entire post about 'debt collector stage' which was staring you in the face. Read post #3 of it and please let's not have more threads about debt collector letters...please...please. We have tens of thousands of threads all the same about tedious letters like that one and in fact, I wrote post #3 of the NEWBIES thread to avoid more new threads about these letters.
We can't handle this every day, it's not even an appeal stage. There are only so many ways we can say 'ignore'. It's also really easy to Google 'debt collectors parking' or 'UCS debt letter' or even like I told that poster in the 2014 link, take a phrase from the letter and Google that. You will find umpteen other forum threads who have already had that drivel letter over the years, or a similar version.

Thank you for your advice Coupon-mad, I will have read the post and I will ignore any letter I get from debt collector.
However, I saw the bloke who issued me another pcn which this is the 5th times I have now for 2 months.
I went mad toward him as I was shouted and I gave him verbal abuse. I have told him to leave me alone and stop harass me as I ain't going to pay for it. He told me to calm down when I was angry toward him.
He said that he issued me a PCN because I am not on the tenant as I got a visitor one, he suggested me to move my car or he would tow my car away.
He was laughing when I called him the names and I told him that I am going to call the police. What a knobhead he is.
Do he have the power to tow my car away from a private car park or he don't have the power to do that?
I have told him that he is not on the contract and he said that he is on the contract, so I guess he is lying and trying to scary me off.0 -

No, relax. That's been a criminal offence since 2012. He can't tow, nor clamp nor even block your car in with another car or create any obstruction to the driver moving the car (unless there's a gate which gets shut at a certain time).
Clamping and/or towing away is illegal for private firms except under certain byelaws at Airports/stations (rarely).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
