The roaming agreement was purely a commercial agreement between Orange and Three (and with o2 previously), there was no statutory order for it to be supplied.
Doing what you suggest could lead to it being terminated altogether if EE decide it isn't worth the trouble of OFCOM complaints, it doesn't make them much money from what I've heard.====0 -
