Private Hire Lease just got x2 tickets

Im confused. I have a private contract hire lease for 3 years on my Nissan. I just got an invoice from car lease company (Arval) about x2 parking tickets/charges they have 'administered' and charged me £12 each for doing so. They already have instructions setup to not pay the fines, so they have not.
Q. Does that mean they have told parking fine companies my name/address, or just referred them to DVLA? I have not had any NTK sent to my home address. One of the tickets was unknown to me as never got a windscreen parking notice either.
Q. How can i respond/appeal to tickets if all i have is the invoice sent to me by car lease company to tell me about the fines? 1 ticket is dated as 30th Sept 2015. The other is 8th November! A long time ago? What happens next?
Q. Are parking fines allowed to be placed on my car if no windscreen notice is received and i have never had a NTK? (although lease company may have been sent something?)

Assuming these are private tickets and not Council ones....
First you need to thoroughly read the NEWBIES thread.
Q1: The hire company will have got the original notice to keep from the PPC, then advised the PPC that you were in fact the keeper at the time. PPC then wrote to you.
I would be questioning whether the hire company are entitled to invoice you for passing on your details to the PPC, do a search on this forum for Hire Cars.
Q2: They are NOT fines, but invoices inviting you to pay them. AS this is the first notification you have, treat them as your Notice to keeper and appeal accordingly. Did the driver recieve any windscreen tickets at the time of the parking events?
Q3: need more info. Who was the PPC? They can legally chase the registered keeper, or the keeper at the time of the parking events, under the Protection of Freedoms Act 2012. It's all in the Newbies thread.0 -
Thanks for this info. So, will the PPC send me something now, since they have my details from the car lease company?
One of the tickets was on our windscreen, the other ticket is new to me. I only know i have it because lease company notified me. No windscreen ticket for that one.
Im worried if i do nothing, it will jump straight to court summons? I have no documents from one of the parking companies to be able to 'reply' to it.0 -

New Generation Parking Management and UKCPS LTD.
One was for "Driver seen leaving site" of shopping retail park (not seen evidence to show i did leave)
The other was for "Parking in no waiting area" - also not seen evidence of this.
We never park in spots like disabled bays or loading areas, so im doubtful of the last ticket.0 -
Which ticket was from which PPC?
Read the following so you get an understanding of what 'leaving the site' issues are, and why (as far as I'm aware) no PPC has ventured into a courtroom pursuing a 'leaving the site' case ever since.

UKCPS for 'leaving the site'
(HAD windscreen ticket. NO NTK. Same situ as below)
New Generation Parking Management for 'Parking in no waiting area'
(no windscreen ticket. No NTK. Letter went to Lease company. They charged me £12 to point them in my direction. Still no NTK or anything at home address).
Do i just wait for them to contact me now?0 -
With a hire/lease vehicle its recommended to contact the parking company first, Under no circumstances refer to these as fines/penalties when dealing with the hire/lease companyFrom the Plain Language Commission:

Sorry. I am so confused. I read the NEWBIES THREAD. I just don't know what to do next.
I have had an invoice from car lease company showing they charged me x 2 admin fees to (i assume) tell the parking company the car is registered to me.
I have not had any letters / NTK etc in the post at my home address for either parking ticket.
Do i need to wait?
Do i need to call parking company?
Do i need to send appeal to? someone?
Do i speak to lease company?
The tickets state one was issues against my car on 30th September 2015, the other was on 8th November. So, not recent!0 -
I would email the lease company and ask them who issued the tickets and have you informed them who the KEEPER was at the time of the tickets.
If they are Council then you may not have much of a leg to stand on, if they're private then you need to look up your lease agreement to see what it says in relation to parking tickets and admin fees.Je Suis Cecil.0
