UKPC windscreen ticket

I've read the Newbie sticky and think I've got this straight but please correct me if I'm wrong.
My husband got a Parking Charge on the windscreen of the car today for "Not parked correctly within the markings of the bay or space".
The ticket was issued by UKPC. As I understand it they are currently banned from obtaining keeper details from DVLA and so in this instance we may be able to stick to the old advice of just ignore it. Is this still the case or should we formulate an appeal over the next couple of weeks?
Also I don't know if it makes a difference but we are in Northern Ireland and have the DVANI so does the ban apply to that agency too.

do not even bother thinking about wasting your time formulating an appeal
UKPC cannot legally get your info from the DVLA , if they do and write to you , they are in deep Doggy "doodah"
they can only get your info if you ring/write/email them or write your name and address in felt pen on the bonnet .
even (after felt pen) they cannot do anything
2 figure salute to the UKPC warden is in order
as a fall back , NI does not come under POFa2012 , and if they did get the name of the car owner , they cannot take then to court , just the driver (unless you are foolish enough,,,,,,,,,)0 -

Ok folks, just arrived today in the post is a letter addressed to my husband from UKPC re the parking notice I posted about earlier.
My first question is this - have UKPC now been allowed to obtain keeper details from DVLA and DVANI?
My second is - is it still the case that the keeper cannot be held liable in Northern Ireland?
And finally is my husband OK to ignore this or does he have to contest it?

The ban was lifted on 5th November. When did this incident take place exactly?

NI doesnt have POFA2012 so keeper cannot be held accountable

Yes they have access back.
BUT - you are in NI where keeper liability does not apply - they can only persue the driver. And they don't know who that is unless someone tells them
You will almost certainly continue to get threatening letters with big scary red font though, just file away and ignore.0 -
