    What mentioned area? OP hasn't mentioned any location at all? Are you presuming their forum location info is real? Even if it is, does Dorset only have a single county council, so all areas will adopt the same schemes?

    I agree that it's a silly law. I used to leave my ticket with unused time near the paying machine for the next punter thus saving them some of the extortionate cost of another ticket. I also think these thieving car parks should be forced to give change if you haven't got the right change.

    Yes! How much extra revenue do councils and private companies make from not giving change? The most I overpaid was 20p. Say over the day, an extra £20-25 is paid. That is an extra £7.5k-£9k a year. So if a council has at least 15 car parks with similar overpayments, that is a six figure sum.

    One of the neighbouring district councils, the council car parks are 20p for three hours. Their pay n display machines have option to pay by card. Done it myself as I had £2 coin and 15p in other coins.

    The car parks are council ones in Dorchester.

    I think if this "non-transferable" can be written into a contract, then the contract law should be changed for circumstances such as this where there is no element of selection on the part of the person who does the hiring out. Hiring a deckchair, for instance - I can let who I like sit in it for as long as I have hired it.

    For concerts there is an element of selection - for instance people may be searched on entry or there may be an age limit so there is justification for non-transferability.

    And if spotted by someone who reports you, risk being prosecuted for fraud and possibly other offences (such as displaying an incorrect registration plate) if it gets taken further.

    But if *I* enter into the contract, then surely I should be able to transfer the ticket between different cars that I might choose to drive.

    For example, I buy two hours parking for my car, but only use one hour. I get home, realise I forgot something, and nip back - in my husband's car. I'm still driving, I still have a contract for parking that covers the period, I haven't transferred that contract to another person ... but my husband's car has a different registration.

    What then?

    The contract is for the council to allow you to park the selected vehicle in their car park for the duration you paid for.
