Another day into my 7-days to add comments and still nothing. I don't know if I should be expecting an e-mail or something through the post from UKPC. Utterly ridiculous.

Have a quick check of your email Spam/Junk folder, the Evidence Pack can sometimes get diverted there.

It should be coming by post.

If it's not here by Monday morning you need to request an extension from POPLA and point out that it's POPLA's responsibility to chase up UKPC.

Still nothing through the post, and I've checked my Junk e-mail just in case.

I really can't put into words what I think of UKPC right now.

I e-mailed POPLA last night and CC'd UKPC into the e-mail. I have received an e-mail from UKPC advising "the popla case will be forwarded once again" and an e-mail from POPLA advising they have placed the appeal on hold for 7-days and that I should contact UKPC.

Email the BPA to complain: AOS@britishparking.co.uk and forward them UKPC's latest email asking why on earth UKPC did not just forward it again then and there rather than replying that it 'would be forwarded'?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And there is me thinking that UKPC were just a bunch of crooks, did not even think you were as thick as two short planks as well

Thank you for the suggestion. I have e-mailed BPA tonight, and included POPLA in the e-mail.

    Who was that aimed at?

Received an e-mail from BPA this morning that they had sent to UKPC asking them to send me my case file. Approx 4-hours later I received an e-mail from POPLA advising they had contacted UKPC and they confirmed they would be sending me the case file. Another 1-hour later I receive the e-mail from UKPC with my case file, and including 2 prior e-mails so it appears they have sent the case file on the two occasions previously... but crucially, missed one letter out of my e-mail so I didn't receive it!

Nothing in the case file is overly exciting. In their write-up about my appeal they just say that the signs are clear, so do not answer any of the other arguments.

They provide a 'copy' of the PCN, which doesn't appear to be a true copy as it is not exactly the same as what I have received - a couple things like the 'Location' being cut off on the PCN I received, yet on theirs it fits in the box perfectly. Also my copy shows the time in HH:MM, whereas theirs is HH:MM:SS.

On the 'appeals' section of the case file they have also included a random page with pictures of unclear markings, and a car being outside of the bay without a ticket in the area. There's also some text on this page, which appears to form the part of another persons appeal!

Under 'site photos' they have included a photo that is not where the PCN was issued, but they have included 2 other photos, which is the place. Of course these photos are in the clear light of day.

I suppose I should sleep for now, and formulate my comments in the morning. Any suggestions on what I should and should not raise will be most appreciated.

That all sounds very valid to include in a comments rebuttal. You can do this over the next few days by email.

Their signs are always very pale and the £100 sum is not readable among the small print. Always worth pressing that home to POPLA as it breaches 2(3) of Schedule 4 (inadequate signage warning of the charge) and breaches the BPA CoP - and goes against the findings in Beavis where the Judges were implressed that the charge amount was 'in large lettering/prominently displayed/the terms could not be clearer or briefer'.
