We have a letter from a minister reminding councils that they cant use ANPR etc in car parks, but not the why
As I recall from Eric Pickles' announcement of the policy the issues of accuracy and reliability didn't come into it, it was more part of his campaign to stop LA's persecuting motorists and using them as a cash cow.
Having said that, cameras used in civil enforcement were a very different beast to private ones anyway. Unlike PE's Mickey Mouse set-up LA cameras had to meet all kinds of statutory standards.Je suis Charlie.0 -

Paragraph 8.86 sets out the circumstances in which local authorities may carry out decriminalised parking enforcement by means of "approved devices" (i.e. cameras). These are:
• a bus lane;
• a bus stop clearway or bus stand clearway;
• a Keep Clear zig-zag area outside schools; or
• a red route.
whats interesting is that those are all time-static / one-off uses of ANPR, ie. one image is enough for evidence purposes, they are not systems recording & using multiple images.0 -
