UKPC can't get your name and address for a current new windscreen ticket so work out for yourself why we will tell you (advice appliable to October 2015) NOT to appeal, if this is UKPC.
Also you say they have the reg number wrong so that detail alone means we tell you NOT TO APPEAL. DO NOT RING OR WRITE TO THEM!
Sit tight and keep the PCN (do not throw it away in case they end up somehow getting your data if this is UKCPS or someone, then you would still have the PCN to prove the differnece in the VRN).

There is only ONE unbiased appeal system operated by the government called The Traffic Penalty Tribunal
THEY SAY:-

NOTE: This service is not applicable with Private Parking Companies
Unlike Private Parking companies whose appeals service is pretty well guaranteed to fail. This includes POPLA, who feed off the PPC's so an appeal to succeed is highly unlikely. It is at this point that consumers end up paying and that is just want the PPC's want.
DO NOT APPEAL, instead, reject the invoice from the PPC stating it is an unfair charge and ask for a breakdown of the charge.
PPC's will not give you that information as doubtful they will know themselves, as it is a "pie in sky" amount.
We are all in our right to query any charge and the onus is on the PPC to give a breakdown.
Failure to do so by the PPC opens them up in a court as you cannot be expected to pay an amount which is not fully explained to you and that you understand. Other such questions such as:- how much do they pay the landowner, how much they pay the supermarket etc etc. If they have not given you a cost breakdown, what makes them think they are correct. Every bill or charge must show a breakdown.
Would you accept your gas bill if it just showed an amount and not how the bill was made up, of course not. Would you pay for a garage bill if there was no breakdown of costs, of course not.
We are not alone in our quest to clean up the filthy PPC business, it is a rip off off. However in a recent case between ParkingEye v Beavis, he lost in County Court to which it was sent to an appeals court who ruled that such charges are fair ???
Beavis like most of us do not and will not accept this so Mr Beavis has taken this to the Supreme Court and the case will be heard on the 4th November 2015 as shown on this link

This will be a live feed, there are 7 judges which shows the importance of this case.
Let us hope the court fully understands the implications to all motorists who fall foul of these rip off merchants. The Lords reacted to the Tax Credits, as they should do, hopefuly the 7 Lords at the Supreme Court will make the right decision to protect the motorist when it comes to Private Parking Companies and not let us down.

Sit on it, sooner or later these donkeys will try to get the info from the DVLA but how can they if the reg is wrong ???
They cannot issue another ticket for the same offence, recently a PPC was banned access to the DVLA for changing the time on a photo. The donkeys are deaf, dumb and blind
UKCP are without doubt the biggest donkey's in the parking industry. Charlotte play the waiting game, your reg as they have put it will probably not be on the DVLA database, although it might belong to any car owner from Aberdeen to Penzance

I will add this, recently a friend of mine got a ticket on a sunday. The ticket stated it was a certain colour. THEY WERE WRONG it was not that colour so a photo was requested to confirm it was the colour.

This was a council in Surrey ?? they are all at it nowadays to get extra income, but, they must have the correct facts otherwise they Fail

The case was heard at the Supreme Court in July; 4 November is the day judgment will be handed down - the 7 Judges won't be hearing any more on this.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
