why isn't virgin forced to share its network?

If only Virgin provided a service in a fairly large area and no BT services were available it's likely they would be forced to share their network.
But because of the infrastructure changes other providers would need to make to use the network, it wouldn't actually happen.
That's exactly what happens in Hull. No BT or Virgin media there.All your base are belong to us.0 -

I've stayed loyal to Virgin since the dial-up days. There's been a few hiccups over the years, most of which came down to BT's ancient phone line causing problems when I was on Virgin ADSL.
I'm currently on Virgin's cable 50mbps no limits broadband with telephone since February and so far it has been superb. I get a constant 54mbps down and 3.2mbps up and ping is rarely greater than 10ms.

The reason why Virgin are not forced to 'share' their network is primarily because Ofcom don't believe they have significant market power.
Bullcrap. Ask your local council broadband team why. They won't bother applying for public investment for bt in some areas of large virgin presence.
I asked mine, they said VM have invested heavily in their infrastructure in my area and is highly likely they will challenge the fibre build funding for the area. As you may know, the government / local council is funding open reach for the fibre roll out which aim is to provide fast broadband to areas where it's not already available.
Virgin are unable to get public investment as they do not offer their network to others like open reach/bt does to sky etc.0
