If there isn't enough room, 'plant on' what is needed at the front of each step to extend each one?
I'm not sure if that makes sense written downEverything that is supposed to be in heaven is already here on earth.

1. Ask a carpet fitter if/how they would deal with it. It may not be possible given the standard way of using carpet gripper.
2. Depending upon type of carpet, use an adhesive on the sloping section with carpet gripper on the tread.

Yes, exactly.
Wood of a sufficient thickness fitted to the front of each step that forms the riser and extends each step so the 'riser' can sit on the next step down. Attached from underneath of the lower step and into the front of the upper one.
I can't see exactly how shallow the staircase is for that to be feasible. Each step would still be the same size as it is now, so it wouldn't feel too strange.

There doesn't appear to be enough of an edge on the stringers to extend forward. You would have been better glueing and pinning timbers on the rear and extending the step backwards - at least this way there would be no load applied to the front of the step which could fail - all would have been done better from the undersideHi, we’ve had to remove your signature. From the underside was my first thought and I was worried about stringers but I also thought that going from behind was obvious and that there was some gap between steps that made that 'impossible' for the builder. You might still need a bit of an extension, in which case you could cut a notch to go slightly in front - or go totally from the front.
Ultimately, I think there is definitely a relatively simple solution that a carpenter would normally be intelligent enough to rectify after a scratch of the head, a quick cup of tea and something thicker than hardboard.
I think the present result is really one of laziness, not impossibility. There is a solution and it will be obvious from looking at it in person.
It would push their labour bill up - I wonder if they hadn't accounted for that particular challenge so just bodged it.Everything that is supposed to be in heaven is already here on earth.

Even if there is only 1/2 inch overlap (which it looks to be more from the photo) then putting risers in would be relatively easy.

The riser for each tread can be/is attached on the back face of the tread - nothing sits 'on top' of the tread - you don't lose any depth of the tread/'foot space'
