And Sainbury's Mobile is closing down so even if you could tether with them they'd be out of the equation now.
Tesco Mobile seemingly offer tethering and they operate as a MVNO on O2's network.

Applied for Vodafone again through another dealer (Mobiles.co.uk / Dixons Carphone) and was accepted instantly.
My credit file is worse than when I first applied (I've started stoozing). I blame the original dealer.0
