Charges for plastic bags

I took a pair of ankle boots in for heeling at the weekend. On picking them up the chap put them in a carrier bag. He said there was no charge for the bag as a shoe repair is a service to the customer! I didn't ask what happens if you just buy something, such as laces, shoe polish, inner soles etc. I suppose then you would have to pay for the carrier!"If you dream alone it will remain just a dream. But if we all dream together it will become reality"0

It also depends if the company employees more than 250 people - I imagine somewhere like Timson would do and therefore have to charge, but a local cobblers wouldn't.Feb 2015 NSD Challenge 8/12JAN NSD 11/16

Services are excluded
The exact government wording is "used for a service, but there is no sale of goods, eg dry cleaning" from https://www.gov.uk/guidance/carrier-bag-charges-retailers-responsibilities#bags-you-dont-have-to-charge-for
I assume as they are repairing your own shoes, you aren't buying anything so that is why it is exempt. But if you did buy polish etc then they would have to charge for a bag if you wanted one. But I would then say not to the bag and then put the polish etc into the bag once out of the store.0 -
Yes, I Know that Welsh and Scottish 'supermarkets' have had this for years. That's not the point of this thread though!
2 different English Asda stores i've visited since the change apparently don't trust their customers with the 5p bags, at the self-service checkouts.
During working hours there were no bags available on the 'spindles' where they normally reside. Instead the single checkout supervisor was grappling between providing 'pimping-out' the normal 'single use' bags, which had to be manually imputed by herself and the other 'authorization needed' checkout spouts.
Visiting after 10 pm (yesterday) same lack of bags, but software on the self-serve system at least asked me for the number of bags I had used. (even though the only option I had was a 'bag for life' which i'd already scanned)
Teething problems? Where they warned?! :A0 -

It's the same in Scotland at M&S and Tesco.0 -
I changed a bag for life that I have had for months at Asda yesterday as the handles were coming away from the rest of the bag (carrying heavy shopping in it) I was told that in future the bag would only be replaced if it was completely unusable. Presumably I am supposed to wait until it is full of shopping and it all falls out on the floor because the handle have come off completely. They are obviously getting worried it will cost them a lot of money in the future when we are getting them swapped for nothing.0

I had a bag for life from TK Maxx once, it had a little blub on it about 'use me until the handles break and we'll replace FOC' etc - it ended up with a split all the way down it from something sharp in the bag and the checkout assistant refused to replace it as the handles were still in tact, despite it being totally unusable. Talk about totally missing the point.Feb 2015 NSD Challenge 8/12JAN NSD 11/16

I saw yesterday that stores cannot charge you the 5p if the bags carry the store name as it is classed as "Charged Advertising".
Is this true and how can we get the store to stop charging us to use THEIR printed bags.
Thanks.0
