Hotels always overbook to compensate for no-shows. As you arrived late you got what was left, nothing unusual there, especially if you didn't tell them you would be arriving late. Did you tell them?
Do you expect them to throw someone else out of a room they booked and paid for to accommodate you? If they haven't got a room, they haven't got a room. A refund of the difference is all you can reasonably expect.Accept your past without regret, handle your present with confidence and face your future without fear0 -

Why would it be illegal?
