The 2012 contract states:
The company shall issue Users contravening the parking policy a parking charge notice.
If the 2013 contract states the same (and the witness statement suggests it does) then VCS do not have the right to issue charges where the user agrees to park (contractual charges). They only have the right to issue charges when Users contravene parking policy.

we've definitely reached the fun stage of this one. the postman has just delivered my first threatogram and its from vcs, "NOTICE OF INTENDED COURT PROCEEDINGS".

"Thank you for your further correspondence received in the Litigation Department on 22 October 2015, in connection with the above detailed Parking Charge Notice.
I note that you have received a letter from Mr Wilde regarding your rejection of your representations and now request a Value Added Tax (VAT) Invoice.
In view of the fact that the value of Parking Charge Notices are outside the scope of VAT due to the lack of supply of goods or services this cannot be generated.
Unsure of your reasons why you requested this, I can only assume that you wish to send documentation into us with any payment. If this is the case, the documentation provided to you in the form of our printed Parking Charge Notice can be sent to us with your remittance.
Upon checking our systems I see that a balance of £100.00 remains outstanding and you have been notified of this in our Notice of Intended Court Proceedings letter dated 15 October 2015. Our letter requests that payment should be received on or before 31 October 2015.
Payment can be made online at" blah blah blah...
that last paragraph just lists where and how to pay. the last sentence is interesting though, it says "It is the motorist's responsibility to ensure that payment is received within our office by the relevant date as stated above." ok then, maybe i'll let the motorist know, or maybe i won't.0 -

Well it's not a fine (VCS can't fine anybody), and providing parking is not goods, but surely they must be providing a service? If not then their invoice has no basis whatsoever ... unless it's a claim for trespass (not their land so not possible) or for breach of contract (in which case GPEoL applies).

Nothing to worry about - just the norm'. I only received two letters from zzps, one from W/H and that was it - bit of an anti-climax if u ask me. Even had to go out and buy my own bog rolls0
