    Have you rebooted the PC?

Yep... after flashing the drive it automatically rebooted.

In the Dell community forum a couple of people are having a similar problem.

'If you look at the drive properties (right click the drive and select properties) for your Philips DVD±RW, do you see a recording tab? Do you see a DLA tab? Let me know what you see and the setting for each.'

I don't have a recording tab or DLA tab.
    they go on to say:
'After the un-install (of Nero) you must re-enable the native CD burning capabilities within Windows XP. This is done by setting the "IMAPI CD-Burning COM Service" to Automatic startup and restarting the computer. Once this service is enabled, you should again see the recording tab under the drive properties. The recording tab includes the option to enable CD recording for this drive.'

where do I find the IMAPI bit?

found the IMAPI bit - now what???
I've tried burning a DVD with some free software but it's saying input/output error... wouldn't let me note down the rest as it closed itself down.

I might as well buy a new one!
    *sigh*

See how you go with the latest version of Nero: http://www.nero.com/nero7/enu/nero7-demo.php

How is it going with Nero?
Neglected to add that if you wanted to be able to 'drag & drop' in order to use a disc as a kind of hard drive, you will need to choose Custom Install when installing Nero and enable InCD 5.

If you have already installed Nero, you might be able to activate InCD from within Product Setup. Not sure about that last point.

    It's definitely a DVD writer: http://support2.jp.dell.com/docs/storage/P112120/en/specs.htm

A firmware upgrade from Philips, Dell or somewhere/something else?

it worked!! but came up with errors when verifying the DVD at the end.
I've just tried the DVD at work and the stuff I burned is there!
pleased if finally worked though... crikey - took ages to sort this out.

I'd like to say thanks to everyone who helped me sort this out. Saves me some money! and hopefully I'll know what to do if it happens again (god forbid  )

    Thank you :T
    and
    cheers
