Eta: You think someone has sabotaged your car, is that what you're saying? Could just be that the power steering has failed, I've had that happen before. Or can you actually see that someone has cut something?

Had a quick look. Think I need environmental for dummies. I know bits mainly around hazardous waste but not my strength.

No the steering has been cut.
Went to drive car this morning luckily steering wheel upside down so alerted. Called RAC it's been cut not snapped cut.
