Windows XP -SP3 service pack

I have 2 USB devices that can't be managed using W7. However, I downloaded a thing called Windows6.1-KB958559-x86-RefreshPkg.msu which allows some sort of minimal virtual XP machine to manage them. It's different from bare XP mode - I think, and XP mode would not manage my digital antiques.
So all hunky dory for now. Regrettably MS did not think my problem applies to W10 users so I've crossed the free W10 upgrade off my Xmas list.0 -
In order to install SP3, you must first have Windows XP Service Pack 1a (SP1a) or Service Pack 2 (SP2) installed. For more information about these and other Windows service packs,
Notes- There's no SP3 for the 64-bit version of Windows XP.
SP 2 , http://www.microsoft.com/en-us/download/details.aspx?id=28

Who on earth ran 64-bit XP?! I've only ever seen on a test machine in case any clients started using it -- none did. There were hardly any device drivers available for it.
The OP might like to create an XP CD with service packs and post-SP3 hotfixes slipstreamed onto the image. Microsoft has its own instructions, but you can also use nLite, which allows you to slipstream drivers onto the CD (which are only installed if the corrresponding device is found, so you can install multiple alternative drivers if necessary). Also you can remove unwanted components and generally have a lot more control over the default OS options. You can create a completely pre-tweaked silent installation CD.

XP SP3 includes all the hotfixes in SP1 and SP2, so you'll only need to slipstream the latest service pack. If installing the service packs onto a live OS, however, you need them all installed sequentially.0 -
Op has disappeared?
Before all this talk of service packs, we need to know which install disk he has.
If it's XP SP2 (probably the most common) and I think he's implied he has SP3 saved on a cd, then install and follow up by running SP3 from the cd.Move along, nothing to see.0
