Yes, different publishers in the US and UK will produce different covers, but the same publishers of a book for both the US and UK will also produce different covers (or even amend the title, or story). For example, Harry Potter and the Philospher's Stone in the UK is known as Harry Potter and the Sorceror's Stone for example.0 -

Covers are usually changed when a book is released as a paperback, released in a new country, it is released as another edition or because it's under a different publisher (even within the same country).
Titles and changes are often due to the language. Either an unknown word/phrase is used or they use a different word/phrase.
Obviously when they change things it is designed to reach a certain market (e.g. the UK market or US market, or teens or adults), but there are numerous possible reasons for the changes.
The UK hardback version of the madman's daughter is the same as the US version so that wasn't different based on the market. It changed in the UK when it switched publishers and was released as a paperback. The new cover will be marketed to the UK because that's where it's been released, but it wasn't changed just because of the market.0 -

At first I scored based on whether or not I thought I would like the book so I gave almost everything less than 2 stars and got a bad result.
Then I realised that's not really what the game is so I played again, this time guessing what I thought the score would be on Goodreads and got 94%.0 -
