I suspect that casting from iTunes downloaded content will be purposely blocked.
But for ad hoc downloaded videos it might just work (it certainly casts from camera recorded videos).
There a fully functional free version to prove it out with.

Reviews number 4 and 27 on the Apple App Store says they're using it to stream to a Chromecast stick. 27 explicitly mentions iPhone/iPad. Someone's happy anyway.

Got it working now through my pc using chrome video stream. All is well.
