Halifax Clarity old cards are not contactless (and apparently can't be upgraded as such).
New ones are contactless automatically though, and I don't know if it's possible to downgrade.
Santander 123 are also now issued as contactless. As are all MBNA cards. I don't think my Debenhams CC was contactless though (from memory).0 -

Its very rare to find one that isn't (Tesco is the only one that comes to mind). The card networks are expected to put in a mandate fairly soon to make all cards contactless (This has already been done in Australia and New Zealand).
The Nectar American Express isn't either.0 -
HSBC, First Direct and Nationwide don't (yet) issue contactless credit cards. Only their debit cards are contactless.0

Vanquis, Capital One Platinum and I presume Luma, are not contactless.0

Apparently that's no longer the case.
I think people will have to get used to contactless, use cash or become experts with a drill. All credit cards are likely to be contactless within the next few years.
I recall several people saying they would never use Chip'n'PIN due. Of course most of them do now.

My Mum's Tesco card is.
She probably has a Tesco debit card. Tesco confirmed in June 2015 that they will be looking at possibly rolling it out next year for credit cards.
