It is possible--but it is also possible that the takeaway uses a different system to record sales. Do they write down your order or shout it at someone in the back who may be writing it down? Or maybe they have a tally system when they package orders up--a sheet with each type of meal on a wall or surface and they just add a mark for each of the types of dishes they have sold. Depending on their pricing structure this may be all of the information they need.
Lots of takeaways don't use a register or give receipts--some of them may not be paying all of the tax that they should be paying, but this is virtually impossible for someone who merely uses their services to know.
Since you don't know (and can't know) you may be causing an innocent small business-holder a lot of stress when they're investigated. You'll also cost HMRC money as they devote time and energy to following up what may be a false lead. Unless you have specific information--such as the business outright telling you that they aren't paying tax then you don't really have anything to report.
If you feel really strongly about it, then perhaps you can ask at the takeaway what their policy is on recording sales for vat purposes, but be aware that if you phrase it the way you have here they will probably be offended and you may not be welcome back in the takeaway again.
Instead, perhaps you could consider only spending money with companies that have a good record of paying their corporation tax--so avoiding places like vodafone or starbucks that have a history of trying to avoid tax.0 -

Same with chip shops - would anybody expect a receipt for fish & chips?
Our local chip shop doesn't accept card payments (or give receipts) - should I be rushing to HMRC to report him for tax evasion.....?0 -

can I "STATE" that in Lancashire they do not give you a receipt in a takeaway.

we do not have states in the UK
normally our takeaway (curry rtc) are from takeaways not restaurant's , although there are some expensive ones0 -

Not every business pays VAT. Low turnover businesses are not required to register for VAT.:footie:Regular savers earn 6% interest (HSBC, First Direct, M&S)
