I understand that carriers bags will soon cost 5p (the VAT on this going to the Government and the remainder to the shop keeper).
What happens when the supermarket delivery person delivers groceries without carrier bags? Will I need to empty all of my groceries on the floor immediately so that I do not take ownership of the bags?

Probably, yes!
I'm self employed and depending on how much I earn depends on where we shop!
This month, we will be shopping at Lidl /Aldi, but we never buy the bags.
We take everything out to the car, dump it in the boot and at home carry from the car to the cupboard.
Occasional on a good month we will do the ASDA / Tesco run, the bags are then used for bin liners or for the Lidl / Aldi shop.
A few times a year, when things are really good, we do the Sainsbury / Morrisons or even an M&S shop, nice bags. We have yet to reach the status of Waitrose. I think we will reserve that for the lottery win.
Seriously though, any carrier bags we get (free) we NEVER just throw away, we always re-use or use as bin liners!

I've just started taking bag-less deliveries (Sainsbury's). I carry the crates to the kitchen one by one, empty them and then return them to the delivery driver to take away. Doesn't take me any more time than when they delivered my groceries in (far too many) carrier bags.0 -
Another government rip off ! they are saying this 5p tax is because of the environment and to cut the amount of bags which are thrown away and don't decompose in the land fill etc
All the new bags now rot/decompose, I've put things in the loft in a bag, gone up to get it after months and the bag has broken down like tissue paper ! - Problem has been solved but they still insist on this 5p tax !0 -

We've had the bag tax in Wales for years. I think most companies give the money to charity.
It's absolutely excellent, although to be fair, we were already using the stronger bags for life, and have now switched to the hessian/hemp(?) type bags. They carry more and are more comfortable.
It's amazing how simple it is to not have a bag, such as carrying the chips home in the paper, or just having some spare bags in the car. Another simple solution is to carry one of those fold up bags, that kind of bundles into itself, then just clips onto a belt.
No problems, no complaints. Simples.

It is not a tax. NONE of the money goes to the government, retailers get to decide which good cause/charity they donate it to (there is no VAT to pay to the government either). It's not a new thing, England are way behind the rest of the UK where it has been working for a few years now.

I've had exactly the same, but can I check, is this true decomposition, or just breaking down into smaller parts?
I'm sure I've read/seen some reports that these items only break down into smaller parts, which make them easier to be consumed and taken into the food chain. I'm not 100% sure that they do quickly decompose.
