You pay for it from your account with the VoIP provider.
It sounds like the OP only requires this for occasional incoming calls, so having to pay for them shouldn't be a big problem.
Or can just let the calls go to voicemail on the VoIP platform - most will then email the voicemail message to you.
Or change the VoIP voicemail greeting message to "Mixeduptunes' new number is ... "
You can get a change number announcement (Caller Redirect) from BT but it costs £30.60 inc VAT quarterly. It's a standard "the number you have dialled has been changed to ..." announcement.
A kind word lasts a minute, a skelped erse is sair for a day.
