They can control behaviour by having rules. Most staff will follow the rules but obviously there is sometimes the exception. Assuming Tesco have rules covering this type of behaviour then I agree it's not Tesco's fault.

Of course rules work. As I said most staff will follow them, which means on the whole the rule works. When staff ignore the rules you have sanctions and if the they continue to not follow the rules you get rid of them.It's someone else's fault.0
