Dumped my mobile ages ago, two cups and a piece of string are all I need. The downside is long distance requires a lot of string.

Does it make make any effect on our PC ? When you have unlimited data.
Do I need to turn it off ? Does it slow down the PC.

If you have no other PC's on your network that would benefit, turn it off completely. If you do have networked machines you can select to just update those. However, it's not really worth it if you only have a couple.
It shouldn't slow down your PC, If you have unlimited data it won't run out.

There will be a tiny effect on your PC, but the effect will be unnoticeable.
If you are worried, start Task Manager and click on the performance tab: if you are constantly running over 80%, then maybe turning it off would give you some more headroom, but most of the time you'll be under 20% (and probably under 10%) in which case you won't notice anything.

Make sure there are at least two knots in the string to reduce any interception attempts....

If you have a limited bandwidth upload allowance then I can understand you don't want to have it on, but that's the only reason why.
True, but it is quite an important reason for those of us who *do* have a limited data allowance, especially at the moment when there is a lot of Windows 10 update traffic, so it is definitely worth the OP highlighting the issue.

it's clearly going to have an effect on the performance of your machine and internet connection. So is having Cortana waiting constantly for you to say something and decoding speech

As for privacy, it's naive to say just suck it up, you're paranoid. It should be a concern that a company is able to access the camera for facial recognition, microphone for speech, fingerprint reader, internet bandwidth, geolocation, search requests, emails just (so they say) to give you a 'better' customer experience.

If you wanted to design a system, which knows everything about everyone, and force it on the world by giving everyone 365 days to implement it for free, this is it. So who wrote the spec, who is footing the bill, what data is collected, and who is accessing it?

None of it is necessary and the fact these things are hidden away (just like ceip was in previous versions) clearly demonstrates they don't want you to turn them off,

Hey Cortana, stop collecting information and stop sending any data to microsoft.
Don't you dare criticise what you cannot understand

Well it's not clear to me. If the PC isn't going anything else with the CPU cycles, and the RAM isn't totally saturated and the internet connection has spare bandwidth, then please explain how this has an impact.

Effectively what Microsoft are doing is the same as SETI - using your otherwise-unused capacity to perform a useful function.
