Can a mobile phone company be held partially responsible for huge bill?

I think Vodafone out of bundle data is about £15 per Gb so a £4k bill would be about 265 Gb

That just shows your friend knew it was possible to run up a big bill but still did it anyway

Tesco Mobile and 3 are the only networks offering capped contracts. Not Vodafone. I suggest your friend takes the phone or SIM off her and substitutes it for a PAYG one, since she clearly cannot be trusted with a contract phone.
As pointed out above, it is not the network's job to police usage, but the account holder, so an uncapped contract for a child is a disaster waiting to happen.
