    This thread has been running for over 24 hours now, and nobody has yet pointed out the blatant porkie in Kirks' submission, at para. 5:

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx.     So how can the ANPR only business model operated by Parking Eye "reserve" disabled bays?

    And of course the lie that POFA 2012 is an indication of the government's desire to allow arbitrary parking charges; the POFA guidelines explicitly state only charges which are a genuine pre-estimate
    of loss should be allowed.

    ...and the lie that an independent appeals service is a requirement of POFA. Nowhere in POFA does it state this; all it states is that if a independent appeals service is a vailable it should be documented.

    Is there a bookmaker who runs a legal judgement book or is it even legal to do so?

    My view is that the CofA got both the cases completely wrong for quite different reasons.
