That puts a lie to those pro-Parking Eye people who say that Barry deliberately and knowingly overstayed.

And, of course, any parking management regime genuinely operated for the benefit of retailer and customer would include a mechanism for the retailer to get Barry excused from the parking restrictions before he even left the site.

Yes but Riverside is "free" and they are not. (snip)

No argument, but not everyone is familiar with Chelmsford nor other alternatives nearby be they paid or not. I was just highlighting that a choice of £6 or £85 was there for commuters to park all day if they wished to. As you know and others may not, Riverside isn't exactly a hop skip and a jump from the station as it is often portrayed to be.

The only thing we are arguing about is the likelyhood of carmaggedon in a totally uncontrolled carpark, I think the lure of the free would cause commuters to park there rather than the paid car parks, this negates your arguement that there is enough (paid) parking.
Regardless of what would actually happen I think the point has enough traction to make it counterproductive to argue.

If the aim is purely to prevent commuters, why is the maximum stay 2 hours? I doubt any commuter parks for less than 6. Why not just leave the barrier down until 8am, when all of the commuters are already on the train?
Alternatively, introduce an all-day parking fee (with machines) that costs more than the other car parks.

Not that carmageddon would occur anyway, but there are probably dozens of better ways to deal with the problem (albeit none of them involve a £52k/year payment).

An excellent suggestion, with just one tiny flaw in it: PE had the barriers removed when they took over the car park in 2011.

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

There are still lockable gates, the signs say they are locked at 11:30pm

Well the poor people can't infringe if you don't let them into the site in the first place. They seem to have form for removing, err, barriers to infractions.

Another point regarding Barry Beavis's overstay, was there anywhere on site where he could pay for that extra time he needed?
What part of "A whop bop-a-lu a whop bam boo" don't you understand?
