unusual delay query

we booked a package holiday with titan holidays and when we arrived at the airport to check in for our flight to Washington with b a we were told we hadn't been booked on to the flight.We found the rep who said she would try to get us on a later flight.We eventually flew out with united American airlines 5 hours later.I have written to titan and been told that they consider it to be an administration error and it is not classed as a flight delay As a goodwill gesture they offered 25 pounds in vouchers.Could anybody give me some advice as to where I stand regarding flight delay compensation.

If you have a valid booking for the aircraft then you were "denied boarding" (due to an administration error) and therefore due compensation. It's all in my guide.0

I think you'd have a hard time arguing that's a flight delay. You need to be pursuing Titan for the admin error, not a delay.0

No. Because your flight wasn't delayed, was it? It left on time. The point is that you were not permitted to board your flight, which caused you to be delayed at arrival as you were re-routed onto another service. This is classified as "denied boarding" and isn't just a semantic point: though the compensation is identical, there are far fewer legal defences to a case of denied boarding. (I assume you had a ticket or itinerary from Titan airways before you attempted to check in?)0 -
yes we had tickets and a full holiday itinerary.Would I send the compensation form to titan. I did phone titan when we arrived home but because we had booked through the co-op travel agents they said they couldn't discuss anything with me I would have to go through them.0

As I read it you had booked a Titan HOLIDAY with a BA flight and not a Titan FLIGHT. If you had a valid ticket for the BA flight then it is BA who denied you boarding. If, however, you didn't have a ticket but just turned up at the airport with your Titan Holidays itinerary then it was/is a Titan administration error and as such you should pursue them.
You may want to enlist the help of Co-Op travel as we presume they were aware of the airline you were/should have been booked with.

yes our tickets show the b a flight we should have been on they wouldn't let us on the flight as they said at check in we weren't booked on the flight.0

If I have understood correctly then I fear you have no claim, at least under 261/04. You never had a ticket from British Airways, only an itinerary from Co-Op or Titan Holidays. Because of an administrative error by the travel agent, you were never booked on the flight.
This is not BA's fault, and you can have no claim against them. But the Regulation that provides for statutory compensation only covers airlines, not travel agents. You may be able to sue the travel agent separately, but that's beyond my area of knowledge.0
