Success! After sending an email to Morrisons I have had a reply from them stating that they have cancelled the PCN.
Am I safe to just assume that they have made this clear to PE? I have not made any contact with PE at all nor have I appealed it with them. Should I contact them and let them know that morrisons have cancelled it?

You need to get in writing too from PE. As much as we criticise PE, they are, in the main, pretty efficient with sending out written confirmation of cancellations. It should take around 5-7 days to receive.
Depending on when your 28 days deadline to appeal to PE is up, you could wait for the PE cancellation letter. However, if you will run out of time before 7 days are up, you should use the template initial appeal from the NEWBIES sticky, add a final paragraph to say that Morrisons wish the charge to be cancelled - and attach a copy of the Morrisons written confirmation as proof.
Important you don't miss that PE deadline through complacency - it's happened in the past where an organisation said 'it's cancelled' only to forget to tell PE. Then you're on the fast track to a potential court case.

So are you saying I still need to appeal the decision still using the usual template in the 'newbies' thread but adding a para at the end stating that Morrisons have agreed to cancel it? Can you attach files when you appeal through PE's website then?

You can add attachments via the appeals portal of the PE website.
You have time to see what comes in the post if you've a couple of weeks left. Personally I'd wait a few days rather than fire an appeal in at this stage and see PE start to process that with a rejection - more to disentangle possibly if they become confused!Please note, we are not a legal advice forum. well done, but I did mention in post #3 that the best way forward was a landowner cancellation , which has proved correct
if more people put pressure on the landowners, there may be a fairer system sorted out
there is no parking regime in my local morrissons (in greater manchester) , yet parking anarchy and chaos are totally missing , people behave rationally and without fear , but the staff like my sister get constantly mithered by fearful customers, who cannot believe what they are told
"nope , no parking time limits , enjoy yourself shopping and make full use of the cafe or restaurant etc"0 -
One has to feel a bit sorry for Morrisons, The only reason this chap used their car park was to meet a train, having breakfast in what was probably a concession anyway was an afterthought.
Throw the book at him I say, this was a thoroughly justified commercial penalty. Landowners have rights too you know.You never know how far you can go until you go too far.0 -
Yes but so long as landowners use methods such as ParkingEye to not only enforce their rights but also to persecute large numbers of genuine customers we will continue to help people to not pay, however egregious their "contravention". Every penny going into ParkingEye's pocket helps them to persecute others, most of whom have done nothing wrong beyond using all the facilities offered on the site.Je suis Charlie.0
